Harrassment by the daily dustbin pickup man

Dear Sir,

I'm living in Muniswamy layout, near SHAMBARAM college, vidiyaraniyapura (po). I would like to complain about the harrassment by the daily dustbin pickup man. He refuses to collect dustbin from the houses unless they pay him on a monthly basis. I understand that we pay our taxes to the Government for services like this and they pay his monthly salary.

Inspite of this why do we have to pay him extra every month to clean out the dustbin. If this continues then i dont see why people would simply litter there nearby areas and have the van clear them out. And they don't come regularly to our road, though they pick dustbin in parallel road behind our house...
