Harrassment and bribe demand

We have two plots in faridabad N.I.T 3 area, from last over 25yrs we are using these as godowns, one of the plots has a water connection and other doesn't.uptill few yrs back we have been recieving genuine charges for the water connection for 233sq yrds, but from last few years a person working in this department is harrassing my father who is 67yrs old, he has been sending us the bill on 466sq yards, and to rectify the bill he demands money. On the top of that the bill he serves us has the stamp underneath of a Zonal taxation officer"but its written "XEN"that means that something is fishy.we have given the affidavid, including the proofs of our allegations to the concerned authorities but nobody is bothered because may be lots of people are involved in this scam and this is just one case.
