Delay of passport

I Anish Chintham applied for passport in 2010 October. I dint get my passport yet. when i inquired they said i was not at the address i gave in the application form then i asked them to resend to the same address by giving an application form, they told me it will send in a week time, but i dint get till now. Please try to give some solution.
