Passport officers Need job training

My complain is against the panaji passport officers. It states clearly on web, a person can submit affidavit from specimen in ANNEXURE ‘A’ as a proof if that person is illiterate. My husband called Passport office to ask why they were not accepting his moms application. The officer he spoke to said they only accepted Birth certificate or school leaving certificate. He also said that she cant be illiterate and be born at home. He was also very rude. On asking his name he kept the phone down. Since, we are out of country and his parents are old it is hard for them to travel to office and back again and again. If someone can please look at this issue and have people who has knowledge of work they are doing a lot of peoples problem will be resolved.
