Payment of telephone bill

I went pay telephone bill in post office of ulhasnagar 4, the employee sitting on counter did not knew to operate her p.c & took lot of time when my number came after an hour she denied taking the bill telling she doesn't 27 rupees change & cannot take my bill any ways I there only arranged from the customers the required change of 73 rupees and wasted my another half an hour. Is this the way a central govt. employee should work and on top of it throw my bill with aggression?
