Complaint - Ladies Hostel in Chennai

Dear Sir/Madam,

My sister staying Ladies Hostel in Chennai. She changed many ladies hostel because they are not given proper facility. Mainly safety and food. When joined that time they have given many facility but not follow later. Suddenly they are raised rental. Changed food quality and food menu. Some time gents also entered for some purpose. All the ladies hostel using the same answer." If you have interest stay here otherwise leave". So this situation what we will do. Shall i change hostel as usual? or any? Kindly give me a legal advice.
