Not returning the money

I gave money to this builder (Cosmos infra ltd- developing township as Cosmos green at Bhiwadi) is year 2006 for booking of a 2 bed room low rise flat (FLAT NO. JASMINE 02 Ist floor). Till now construction is not started and now i am asking for return of my money alongwith interest. but builder is refusing for paying the interest. It is cheating.
