Unethical deduction of booking amount

Hi,

I have a complaint against Ms. Gadsing Constructions (Sudhir Gadsing), Chinchwad 33.

I booked a flat with this build in November with the booking amount 6 lac rupees.

Due to some personal financial issues, I had to cancel my purchase of this property and informed the builder immediately.

The builder agreed to return "full" booking amount on 31-Jan.

Today he sent a letter which mentions deduction of 10% of the booking amount. I'll be loosing 60000 rupees in this case.

Does a builder have rights to take away my hard earned money this way? Where can i ask for justice against this unethical practice of this builder?
