Goa Housing Board No. LCF-78 at Mapusa the Owner Absconding

We have bought this flat from a Broker M/s SHARMA REAL ESTATE ALTO- POROVRIM, for 9.5 lac for the flat Goa Housing Board No. LCF-78 at Mapusa, sale deed agreement done on 7th Dec in the presence of Mr. Sharma (the Broker) we paid 99% the anount to Mr. Shivraj Uday Pednekar of the amount where we came to know that he has some outstanding due in the Goa Housing Board No. LCF-78 at Mapusa which the Broker did not tell us. Now the Owner Mr. Shivraj Pednekar is not responding to our call and is absconding and the broker is telling that it not his responsiblity, we aslo sent a letter to the owner's address in pune and 'O' Hotel's Lucky Casino, Candolim opened by the owner but registered letter came back to us stating that the address were incorrect

we are trying to get the money back from the owner but we cannot contact him
