Cancellation of flat

I booked the flat at G. Noida and I paid Rs. 10 lakh to them (5 lakh by personal savings and 5 lakh through sanctioned bank loan. at the time of booking the society did not give us the time of completion nor how to make rest of the payment. due to slow progress I did not paid the balance amount of Rs. 24 lakh in spite of their demand letters. now they have cancelled my membership and returned the money after deducting 10% of Rs. 10 lakh. please guide me how can I get the membership back. where i should file a complaint. please give me the full address.
