Left incomplete

I had purchased a plot of 100 yards for Rs1600000 (sixteen lacs) including construction of ground floor. The registry was done on 30-04 and agreement before this. In the agreement the builder agreed to construct and handover the house in all completion including water and electricity connections within six months. Now even after full payment the builder has left house incomplete condition, he does not holds my phone also not available at his place whenever I go to meet him. The payment has been made through cheques.canara bank chandigarh.now what should i do for it.
