House rental problem
NO WATER SUPPLY, NO DEPOSIT RETURN

SIR,

I shital kumar jha living in

No. 11, 26th cross, bagalgunte, nagasandra post, bangalore -56007 as tenant since sep 30 2009 . as per the agreement made between me and the owner mr. B.N. Nagarajappa s/o Ninganna residing 26th cross nagasandra post, bangalore -73 were agreed to pay the amount of 20, 000/- as security deposit, while the rent is - month including Water bill . as per his word (and i believe it should be legally) a 24hrs water supply but the day i entered the house till date i never had the regular water facility which makes the day to day life very difficult as everyone knows the importance of water (to mention here we get water after 4 or 5 days on mercy of the owner after making 100s of call).

since i can't live in this situation i discussed this matter to the owner and in reply he said there is water problem all over bangalore so i can't do anything better you pay me 250/- extra per month for water (he completely backed off the promise which is in agreement that water bill is included in rent amount). when stressing on the agreement he started abusive humiliating words (he is drunkard too) accompanied by his wife.

After all this i decided to leve the room so i asked him to return the deposit amount so i can look out for another room But he says untill he gets another tenant he wont refund a single penny and "" do whatever you can "" was his final words.

i am writing this in a hope of necessary help and suggestion kindly help me out of this.
