Plot registration

I have joined in a scheme for four plots, each plot costing 60000/-

The scheme is to pay 700pm and at 5th month we have to pay 1700/-.

I scheme period is upto 5 years. I have joined in 2005.

My payment is completed but till not at registered. Every time when I ask them, they are saying some information and asking excuses like machines are not working for while doing registration.

Plz help me. How to resolve this problem
