Illegal construction on terrace

We are the resident of JE-16A Khirki Extention, Malviya Nagar, New Delhi. It is a 4 storey building. The terrace is for common use and for water tank. but the owner of top floor have done illegal construction on terrace. and they are still doing construction on terrace. They left no space to go there and to check/see the water tank which were put on terrace. We have complained somany time to concern authority but no action has been taken so far.

please look into the matter.
