Non registration of sale

I had purchased flat no. 411 in Sookh Complex, Munshi Pulia, Lucknow about 10 years back. The builder refuses to get the sale registered inspite of the fact that stamp papers of requisite amount were submitted to him. His refusal is on account of having not received maintenance charges though the fact is that no agreement was ever entered with him by the sellers to carry out the maintenance nor any written communication was made to him for the same. His claims of having carried out the maintenance are also false as can be verified by the residents.

Numerous representations to the Govt. with clear pointer towards loss of revenue have had no effect.

The municipal authorities are exacting regular taxes as applicable but it appears that the revenue department prefers to look the other way.

What is the solution to this situation except for moving the Court Of Justice?
