Un wanted Charges

I have booked a Flat in Lodha Casbella Dombavili in September. I was garrented allotment of My Flat in March. As per the Letter of Allotement issued by the Builder. Now there has been a delay for more then a year. Now I have received the Demand Letter from the Builder regarding the allotement of the Flat. Where to my Surprise Lodha is demanding me some addational amount ie Civice governase Charges of Rs 45k

This amount was not mention in any of the document issued to me at the time of Sales or in the Letter of Allotement. As per the Lodha group these charges are for 5 years regarding the maintance of Road and Garden. But at the time of sales we were clearly informed by the Sale person at all the Infrastructure development like Road and Garden are all included in the Flat charges and there would be no extra charges to be paid

Now the Customer Care is informing me that they will not be in a position to hand over my flat key unless I pay these charges

Request you to please revert at the eairliest what stand I can take as a Consumer against the said issue
