Unfair practices

I wanted to complain as a consumer in a particular situation as under

My society is charging a differential maintenance charge for same floor area flats for example for 2 BHK flat they are charging Rs 1500/- per month for self occupied and Rs 1650/- per month for rented flat. Now they have started charging additional Rs 5000/- per tenant in name of facility charges.

Charging of differential maintenance charges from self occupied vs rented flats is an unfair practice as service quality provided is same in both cases. Similarly charging of additional fee from tenants only as unfair.
