Non-Refund of Money

I booked a flat in M-Tech Heights at Bhiwadi (Rajasthan) in Nov'2006. M-Tech Builders kept me in dark and informed that project is starting soon however it never started. I paid them two installments totally Rs 4.37 Lakh. Since the project did not start so I ask them to refund my money. They are neither responding to my application of refund nor attending my call. I visited their office at Ashram but no senior person is availble for listening to my complaint. I wish to take a legal action against their fraud.
