Water / moisture retention in the walls

Water / moisture is getting retained in the walls - of the flat I purchased recently. The builder gave me a reckless answer when questioned. He even disconnected the phone when tried to talk to him.

The flat was registered as - purchased under a semi-finished state. And I have not received the copy of construction agreement.

Please help me out resolving this if there is any source. Thanks in advance.
