Is PG get registered? if so how?

if somebody is not registered and using his first, second and third floor as a PG, and not using anyn hygenic condition what would be the punishment? if somebody file a compolaint against that kind of PG who have no name and the owner misbehaves a person who is staying in that PG and if that is a girls PG what action a goverment of karnataka and central will take action without suffering of the person who is staying and face the embarrasing situation?
