Non returning of the booking amount for 5 plots

Dear Sir,

We, the four of our cousins booked 5 plots in one of the ventures plotted by APSRTC Welfare association, Hyderabad. Booking had done in the month of Jan-Feb. About Rs. 750000/- was given for the booking of all 5 plots. At that time we have received only the receipts from APSRTC WA for the amount given to them. Later they could not process the layout properly and no banks were ready to give the loans on the property. hence we decided to withdraw our proposals and asked APSRTC WA to return our deposited amount and inssued a letter to APSRTC WA regarding this. this happened in the month of May. They agreed to return the mony in coulple of months. Till date we have not received single rupee from them. on top of that they are not responding to phone calls and even not available at their offices. Only available office staff are not giving any information about their superiors. At this point, can you please advice how to get our money back. can i approach consumer court for assistance.
