Co-op Soc
Noc for a restaurant

I am a registered member of a co-op society which is on a collector land. i have shop in the said society. my queries are

1) do i need to take a noc from the society to start a restaurant being the owner of the shop?

2) can society deny a noc to a member if given similar noc to other member in past for the same purpose in the same society.
