Monthly maintenance

Oue Society is collecting Rs1000/- as repair fund from each member to be collected for 12 months this was passed in SGM, now from this month onwards Managing Committee has send maintenance bills for next three i.e.for April/May & June months.

Please advice whether Society can charge it's member for the service it has not provided, water charges it has not supplied or can charge 21%penalty in case not paid on time
