Opening of Kabadi shop in residential

Hi,

One person has opened a waste (kabadi) shop in residential area and it is creating a number of problems for neighbours and also for other people. The person has done a significant encroachment and contributing to lot of noise, dust, nuissant smell, etc.

Could you please guide on where I can make a complaint or the process..
