Noise levels of out door unit of AC of Neighbou

I have a neighbour Kempanna who is a Congress I worker and he is a Block President for Srinagara Area, he thinks he is ultimatum to himself, he has good barking Alsasian dogs which barks the whole night and disturbs the sleep, as summer, he uses AC which he has kept the out door unit on the window which is built illigally as bay window and he keeps the out door unit on it, he switches on and we cannot get the sleep, as the party worker / the responsible person, he does not have consideration of his neighbours and makes a hell a lot of sound. He does have an atrocity of keeping out door unit on the window and make as big sound to disturb every one.

Do we require still this kind of lowsy people to look after us, if this person cannot live with neighbour, with what rights he is give the rights as a public servent???
