Allowing hacker to continue accessing my account

For over 2 years now, I have asked MSN, HOTMAIL, MESSENGER, WINDOWS LIVE, to close my email account as it had been hacked into. For 2 years, they sent me the same reply "it will be deleted at the next maintenance cycle. please dont sign in or use any related sites". For 2 years, I have said that the HACKER is the one signing in, as he blocked me!!! Is there anywhere else i can lodge an officila complaint, not against the hacker, but against MSN, MESSENGER, HOTMAIL, WINDOWS LIVE "SUPPORT" AND "ABUSE" SERVICES...
