Charging thrise for the payment

Sir on 21/12/09 I had made the purchase of RS 1950/- and that has been charged thrise from my STATE BANK CASH card and when I reported the matter he promised me of getting its refund by a week but no refund has come and when I inquired of again they demanded more of a week time again. Till now the amount has not come to me. This the case of the big bazar at KOTA
