Making money against carry bags

I am a regular customer of Reliance Fresh at Road No. 11, Banjara Hills. Even after months banning Plastic Bags by the Government in Hyderabad, Reliance Fresh did not come with an alternative solution to carry the goods purchesed from them??? Even today they are selling the plastic bags by charging Rs. 3/- each which is supposed to be FREE. Alongwith the business profit, they also making money by selling plastic bags. Which is very very poor service. Even a small vendor who sells goods on a 4 wheeler carts provide the bags FREE. But why not RELIANCE FRESH???
