Very Late delivery of cylinder

Sir,

My complaint is for my LPG distributor G.S.Enterprises, who is in habit of very late delivery of cylinders which is creating harassment to the consumers. The numbers which are given by them are of no use as no one picks the call or they put the receiver aside.someone pls help me what can be done in this regard?
