Activating voice call service without my notice

I'm an idea user. Today i got the message that the voice call service is activated on my number and a sum of 18 rupees is debited from my account. How can a service provider can activate anything without my permission/notification. I want to sue this company for this illegal activity.please help me to get my money back. I hope you to take an immediate action against it.
