Supply not done by supplie

I book my cylinder with my consumer no 4877 with Shahi Automobile Gas 18 sadar bazar delhi cantt on 22nd feb but they reply us for transfer to any other gas agency we are not supplied the gas in your region but why? they not clear that to us.

so many time they tell us about the transfer but we are not interested in this because in previous we have not face any problem from this supplier.

Any body can give me the proper process for the complain with Indian oil about this issue through mail my id is (yogi_kumaryogi@yahoo.co.in)
