LPG stove

I have booked the new cylinder and i got the receipt saying WAIT LIST NUMBER 11253530002477 DATED 06 APR. According to the receipt for new cylinder it is NOT OBLIGATORY to purchase LPG stove/Cooking range. But when I went to purchase the cylinder with the amount, the INDANE GAS agent answered that it is compulsory to buy STOVE along with the NEW CYLINDER.

Can any experinced person or who have recently purchased the cylinder, inform me whether purchasing of STOVE is mandatory?
