Disturbance in line

I have a bsnl broadband connection.there is a lot of disturbance in my phone line, due to which my link breaks and on occasion i do not even get a broadband link.i have complained a lot of times at my local exchange both personally as well as via telephone.nobody takes the complaint seriously.i am having this problem for months.i seems i am wasting my time as well as money.my landline no. is 0562-2571381.
