BSNL Landline cancel request not accepted

Hello,

I gave our landline phone cancellation request to BSNL office on 7-Mar. In application, I mentioned that to cancel my LL phone by 8-Mar. But till date, my LL phone is not cancel and every month, BSNL is sending me Bill. I went to BSNL office 3 times and they wasted my 2 hours everytime. Just telling that go there - go there - go there. Nobody give answer. Last time, I went then they told me that free phone issued on my LL number is not closed that's why my LL phone is not cancel. But situation is this, I have already cancelled free phone on 2-Mar. I have receipt of it and I showed them. They have record of it too. Now they are telling that because of their system problem your phone is not close.

Now please tell me what should I do. I have all receipt copy with me. I am tired to go to BSNL office. I don't have time to waste at BSNL office. I have to take break from my office for that. Please suggest me what should I do against BSNL. Still they are sending me Bill every month. I am not using that LL phone. I removed phone from connection at my home.
