Telephone out of orde

My Telephone No 020-26126104 is out of order since February. I was given a WLL telephone in lieu, but, it has provided most unsatisfactory and unreliable service ever since. There are frequent call disconnections, false 'Engaged' tone provided to callers etc.

I have made numerous complaints both verbally and in writing to the concerned officers. Each time I get to hear a new excuse and fresh promises. The service continues to be as bad as it has been. What options do I have?
