Telephone Not working

Hi My telephone number is 23968946, Regulary I am paying bill, for this month also I paid the bill since 3 months before due date BSNL is disconnecting my out going, number of times I brought to BSNL officials notice, I am totally vexeed, due the Qualiuty service of Broad band only I am using this connection. How to escalate to the GM level such type of problems.

other wise I am planning to approcah consumer forum
