Sudden activation of LOVE BSNL Alerts

Respected Sir/Madam,

I myself Binit from Bandel, Hooghly. I have a BSNL 3G connection[9477319074] in my name. On 14th Feb around 3:30PM I got a sudden SMS from 51234030 remarking that "LOVE BSNL Alarts is active. Rs. 30 per month." and afterward Rs30 has been deducted from my A/c balance. I called CC and resister a complaint with docket number B14CD201312. And also they told me that they will called me later and I will get my refund, if the fault is from their side. Now already 1 month is going to pass neither they called me whether they have deactivate it or not, nor they gave me back my Rs 30.
