Landphone not working

My phone number is 04828-235457.From last more than 1 and half months my phone is not working. I made several complaints to this regional office but they was told that they will repair it very soon. But yesterday i got the bill of 2nd month. why should i pay this 2 month bill without using. i want to get immediate solution.
