Didnt activate caller tune after deducting money

Sir, This is Prem, I am from Kollam, I am using BSNL Pre paid mobile number 8089999661.On 29th of Aug I have given request to BSNL customer Care for activating my recorded caller tune and i have submitted the request to 56700 and the request was accepted and they deducted 42 Rs from my account. But till now they have not activated my caller tune.i have registered complaint several times, but they never responded. The complaint docket numbers are KL-445315, KL-300811436.

Kindly do the needfull to get my caller tune activated or otherwise help me to get the refund.
