Delay in landline connection

I applied for landline connection on 7th July and my phone has not yet been connected and when i visited my nearest sub-divisional office for inquiry, they told me that the lineman is on leave due to his marriage and the main line is also disconnected because of on going road construction in my area but there is no road construction work being carried out and moreover they said that they have no any replacement for the line man. Because of these lame reasons BSNL has been losing customers and market share to other service providers. Am very much disappointed with the services. Kindly look into the matter as soon as possible.
