BALANCE DEDUCTION

I am using the BSNL CDMA service for last 2 months and I am highly unsatisfied with the service and the attitude of the Customer Care Executives of the BSNL service. My Mobile No. is 9682061590. Today, on 23/02 between 10 PM -11:30 PM around 19 Rs. of my balance was deducted while I was calling on the BSNL local no. I have recharged with 210 rs. unlimited BSNL to BSNL pack. So, my main balance should not be deducted from my account but it was happened. This is not the first time, it was also happened with me before couple of days. I really don't know whom to contact to resolve this issue since the Customer Care team is highly unprofessional and impatience. I even can't connect to CDMA Customer Care team at 1502. The call is disconnected as I deal the no. Please help me out with this problem.
