Shifting of landline

I applied for shifting of my landline telephone (0361-2416174) from Hatigarh Chariali Echange to Christian Basti Exchange in Guwahati on 10th August. But to my utter surprise the shifting has not been carried out till date. Everytime the SDO of Christian Basti assure me that it will be done within a day or two. Initially, he told that there is problem in the underground wire and the restoration work of the cable is goingon. But to no avail.
