Top up in effective...? cheating customers

Yesterday at 7 pm I have made online payment for recharging (top up) my BSNL prepaid connection (9446167630) using net banking facility of union bank. The amount Rs.220 is immidietly deducted from my account. But the top up not done yet. Instead received a message..'.Sorry! We are unable to process your transaction. Please contact us at pgsupport@billdesk.com for any queries'. According to that I had already send a message to you. But there was no response till now even after 24 hours. I have also contacted the customer care also, but with no response. Are you cheating the customers? please make necessary action immedietly to make my top up effective.
