Shifting of land line and broadband

I have given an application to shift our landline and broadband (landline -25676693) in december. I got a letter /order no 4280 dtd 13/12 from BSNL this is like a work order. Till date the nothing has happend. I am paying rent and Mr Vitankar of Model colony exchange says that we will get it reverted once the transfer happens.

My request is to shift the phone in the same exchange but BSNL says the area is isolated. Prabhat road Pune is a good revenue area for BSNL and so many new apartments are coming in that area. Wonder why this does not make a business sense for these guys.
