Landline connection pending

I have applied for landline connection on 18th October. I visited BSNL office on 1st Nov to check the status and was told that, since cable capacity is full in your area so it will take around 1 month. Today, again I called Mr. Choudhari (JTO) to check the status and he gave me same excuse saying it will take around 2-3 months. If this is the issue then they should have told us at the time of application submission.
