Fradulent bills

My broad band service from BSNL Kolkata Telephones is working intermittently for the last two months. In spite of this I have received an abnormally inflated bill of Rs 4, 000/- for broadband usage. My usual bill are within the allowed download limits and has never exceeded Rs. 250/-. Moreover, I was out of the country from 16th Feb to 8th April. Either my connection is being used illegally by some persons or the billing is erroneous
