Chating messages

Messages without actual phone numbers are being flashed on my mobile no.9492932734 requesting to chat with some un known person displaying a name (may be proxy). All attempts to speak with the so called person fail by100 %., even after following the recorded directions of the service provider. But billing is deducted from my balance immediately. This is nothing but pre intentional cheating for an improper gain. The concerned official mechanism has to take action for this offence.
