Telephone not working

My telephone number 040 27893715 is not working properly since last three months. When ever I book complaint with 1500, line man comes and does some thing and says that the cable is to be replaced. The main problem is I am having broadband connection also. All the time both telephone & broadband never works.even if it works the line is noicy.
