Sms not forwarded but charged by service provide

Ref: my mobile no.9861351495

any message from my number is not reaching destination and is displayed pending, message sending failed. Alas! amount deducting as soon as the sending button pressed. Customer care executives tips are not coming in my way. Why a service provider of a repute can charge for sms while messages are pending?

Autocratic attitude of the smart service provider annoys and displeases me. Is Senior listening to my complaint? Sincere reply is sought.
