Getting harassening phone calls at odd hours

Hi, some one has been calling my wife using mobile number 9869322212. Earlier this person use to call using mobile number 9423128418. I have lodged FIR against number 9423128418m but the police told me that I need to get search warrant from court for them to find this person.

Can you please guide on how do I get hold of this person? Do I need to get a search warrnat issued against him or is there any other way?
